Parking at the University is limited however we are committed to helping provide cost-effective transport alternatives to cars whenever possible.

Parking permits

Permit applications now open

Please note:

  • All 2024/2025 permits expired on 30 September 2025.
  • All students must reapply for a new permit for the 2025/2026 academic year.
  • All new students need to apply.

To apply for your parking permit, you will need to complete a full application:

  1. Log in to the CPP Permit system - https://www.cpppermitsystem.co.uk/universityofsurrey
  2. Select “Register” and follow the on-screen steps to complete your application.

Permit options

Pay As You Go (PAYG)
  • Cost: £2 per visit capped at £7.50 per week (Monday–Sunday). On your 4th visit in a week, you’ll be charged £1.50, and any further visits that week are free. This is equivalent to a maximum of £30/month. Travelling between Stag Hill and Manor Park counts as a single charge per day.)
  • Only one car is allowed per permit. Any change of vehicle must be updated at least one day before driving on campus.

Eligibility

If you do not reside on campus and are living outside of the local GU1/GU2 postcode areas and in private accommodation you can apply for a Pay As You Go (PAYG) parking permit. You will be asked to provide details of your active university email address, full residential address and car registration/make/model. All details will be checked against student records. 

No further information or eligibility criteria will need to be assessed by us.

Students living within local postcode areas (GU1/GU2)

If you are a student who resides on campus or within the local GU1 or GU2 postcode areas, parking permits are limited and subject to further strict eligibility criteria. Parking applications are reviewed based on the information provided by applicants. You will therefore be asked to provide further evidence of your need to able to park on campus including evidence of one or more of the following:

  • Proven medical need supported by documentation from the Disability and Neuroinclusion (D&N) team
  • Proven Caring or childcare commitments – for children aged 13 years or under
  • Mandatory short-term placement during this academic year (lasting less than the full year)
  • Enrolment in the Dual Career Athlete Scheme.

The Campus Services team assess each permit application against the criteria and will respond to the application with an outcome and next steps. Please note that all residential addresses are audited against student records to ensure permits comply with the parking policy and eligibility criteria.

Pay As You Go (PAYG Accessible)

  • With support from the Disability and Neuroinclusion team a purple permit can be issued. This works in the same was as a Blue badge and enables users to park in accessible bays, permit can be collected from campus Welcome team once approved and must be displayed in the windscreen.

Payment PAYG (inc. Accessible) options Evology Autopay

Pre-Pay: Top up in advance

  • Auto Restore: Automatically tops up to a defined balance (e.g. tops up to £50 when balance is low).
  • Auto Top-Up: Adds a fixed amount when your balance drops (e.g. £25 each time).
  • Manual top up -Your account will not automatically be topped up when your balance runs low. You must manually add money to your account yourself via Evology Autopay website. Example: If your balance is £1.00 and you make a £2.00 parking transaction, it will be declined unless you’ve added funds yourself beforehand.

Pay to Park:

  • Direct debit from your registered card after each session – no need to top up an account.

Important: Drivers are not notified when funds are low. Check your balance regularly.

Failed payments lead to 3 warning emails. If unresolved in 5 days, a PCN will be issued. Tip: Use "Pay to Park" to avoid needing to monitor your balance.

Stag Hill and Manor Park Residents permit
  • Valid for those living in University-managed accommodation, charged £29 per month renewed monthly)
  • Only one car is allowed per permit. Any change of vehicle must be updated at least one day before driving on campus.

Renewal each month required

  • Each month, you will receive 3 emails from the CPP Permit System prompting you to renew your permit and make payment through (Worldpay).
  • If you do not renew, your permit will become invalid, and a Parking Charge Notice (PCN) may be issued.
  • If you are not planning to be on campus during a given month, you do not need to renew until you return.
  • All permit applications will be checked against student records.

To be eligible for a Resident’s Permit, you must live in University-managed accommodation. In addition, you must meet at least one of the following eligibility criteria.

  • Proven medical need (either from the Disability and Neurodiversity team)
  • Proven caring or childcare commitments (we only consider needs for children of 13 years and under)
  • Mandatory short-term placement during this academic year (i.e. not lasting the full year)
  • Dual Career Athlete Scheme.

Please note: part-time work is not considered valid for applications or appeals.

Payment options Stag Hill and Manor Park Resident

  • Each month, you will receive three reminder emails from the CPP Permit System prompting you to renew and pay for your next month’s permit.
  • It’s important to make your payment before the date of your initial payment. For example, if you paid for your permit on 13 September, your next payment must be made by 12 October to keep your permit valid.
  • Your payment is only valid from the day you make it and covers the following 4 weeks. You cannot backdate payments, so if you drive on campus without a valid permit, any Parking Charge Notices (PCNs) issued will need to be paid.
  • You can also choose to pay in advance. Monthly payments are made in £29 instalments via the usual payment link. If you prefer, you can make up to 9 payments in advance, covering up to June 2026.
Bellerby Court Residents

Bellerby Court parking is owned by the Royal Surrey County Hospital (RSCH). Limited spaces are available for University of Surrey residents of Frances Harrison, Wealden, or West Sussex Houses on a first-come, first-served basis. Spaces are not guaranteed, and the costs are:

  • £252 per year or £21 per month (prices subject to change).

Permit holders may park only in the Bellerby Court area at Rosalind Franklin Close. Parking in the Gill Avenue car park (facing the hospital) is not allowed.

If you are moving into accommodation, you can also call the Hospital Parking Office before leaving your car, via 01483 571122, extension 6962. If you explain you are moving into accommodation (and provide your car’s registration), they will add the registration to their ‘no ticket’ list for that day. You will then have until 6am the following day to visit their office (they are open 24/7), to request a temporary permit.

Payment and permits

Important rules

  • Display a valid permit at all times or risk a Parking Charge Notice (PCN). Unpaid PCNs may be passed to debt collectors
  • Lending your permit to others can result in suspension of parking privileges
  • Notes left on dashboards will not prevent PCNs
  • This permit does not allow you to park on the Stag Hill campus.

For additional information you can visit the A2Dominion Office located at 9 Gill Avenue, GU2 7WW and is open from Monday to Friday, 9am to 5pm.

Blue Badge holders

Blue Badge holders are entitled to free parking at the University. To receive this, you must register via Parkingeye and upload clear photos of both the front and back of your Blue Badge. Once registered, you will be able to park in any accessible bay across Stag Hill, Manor Park, and the Kate Granger Building. 

Your Blue Badge must always be displayed clearly in your windscreen.

This will enable you to park on Stag Hill, Manor Park, and Kate Granger without completing any other application. Once this form has been submitted and approved, your permit will be active for 12 months.

How to apply

Use the CPP Permit System to submit your application. All applications are assessed against the eligibility criteria.

If your application is rejected, you may appeal by providing additional evidence. 

Without a valid permit, you must park in Pay and Display car parks. 

If your permit is approved, you will receive instructions on setting up payment through the permit system. Please note that your permit will only be valid once payment is completed; failure to set up payment will invalidate your permit.

To apply for a CPP Permit, follow these steps via the CPP Permit System. Please note that all steps must be completed for your permit to be active.

1. Registration

Use your student email address (e.g. t00001@surrey.ac.uk) to register on the portal.

2. Logging in

After registration, log in using your numerical sign-in address (e.g., to0001@surrey.ac.uk), which is also your computer login email. This is necessary due to Single Sign-On (SSO) requirements.

3. Setting up payment:

Once your permit application is approved, you will receive instructions via your university email address on how to set up payment with Evology Autopay for Pay As You Go (PAYG) users. Or through World Pay for Stag Hill and Manor Park Residents. Ensure payment is arranged promptly to activate your permit.

Important note:

Please ensure payment method needs to be set up to activate the permit and avoid potential PCN fines and ensure your permit remains active.

Failed payments will result in a Parking Charge Notice (PCN).

Pay and Display – non-permit holder

If you do not have a parking permit you can still park on the university campus but you must use one of the Pay and Display car parks which are listed below. Please be aware that ANPR cameras monitor all university car parks daily from 7am to 7pm, during which payment is required. Free parking is permitted only between 7pm and 7am, seven days a week. To avoid penalty charges, vehicles must enter after 7pm and exit before 7am.

Stag Hill Pay and Display

  • North Pay and Display: Permit Parking and Pay As You Go (Ringo/ Evology)
  • Central:  Pay and Display (Ringo/ Evology) only
  • East:  Pay and Display (Ringo/ Evology) only
  • South:  Pay and Display (Ringo/Evology) only
  • West:  Pay and Display (Ringo/Evology) only.

Manor Park Pay and Display

  • Bright Horizons/Nursery car park: Pay and Display (Ringo/ Evology) available
  • Leggett Building:  Pay and Display (Ringo/ Evology) only
  • 2-Hour Short Stay for All Motorists: Vehicles must be moved within 2 hours to avoid penalties. Please note, there is no pay-and-display option to extend the stay in this car park.

RingGo/Evology instructions

  • Download the RingGo/Evology App, available on both Apple iOS and Android platforms
  • Open the app and enter your vehicle registration details
  • Find a Parking Spot in a Pay and Display car park
  • Use the app to locate the car parks. For all University of Surrey Pay and Display car parks, the code is 53650
  • Follow the prompts on the app to select your parking duration and make the payment.

Please note that for RingGo users, a convenience charge may apply. This adds a further 20p plus another 30p to the prices below which is dependent on whether you add SMS messaging updates to your parking booking. This potentially increases the daily charge by up to 50p. If you opt out of the SMS messaging, you will still incur the 20p convenience charge.

Please see the Pay and Display charges below:

•    Up to 1 hour: £1.20
•    Up to 2 hours: £2.40
•    Up to 4 hours: £4.80
•    More than 4 hours: £7.20.

Over the weekend, the first hour is free, and then it's £2 for daily parking. 

Please note permit holder-only car parks are reserved exclusively for permit holders and are not covered by the RingGo or Evology. Please ensure you do not park in these restricted zones to avoid penalties.

Electric vehicle charging

The University has an electric vehicle charging unit situated in the North car park, based on Stag Hill campus. 

The Papillio 3 charging hub is available for staff and students to use, as well as visitors to the University. Anyone wishing to charge their vehicles will need to bring a charging cable. 

Staff and students can get a discounted rate of 48p/kWh by setting up payment via the Fuuse app. You will also need to send your name and email address used to set up the Fuuse app to sustainability@surrey.ac.uk. It may take up to five working days to authorise use for the preferential rate. 

You will eventually be able to charge without the app at the standard rate of 60p/kWh using a debit or credit card - launch to be confirmed. 

The unit is operational 24 hours a day, but restrictions apply on weekdays between 5pm and 7pm during which the hub will provide limited charge. 

Users are asked to only charge for 4 hours a day to allow others to charge. Penalties could be applied if users go beyond this time. 

Any users of the hub who do not have a valid car parking permit will need to pay for parking via the RingGo app whilst charging.
